You cannot use another person’s image (photo, or other likeness) without their permission. This may be a violation of their right of publicity (their right to make money based on their image) or right of privacy (their right to keep their image private).
Can I use an image of someone, or of a celebrity or famous person, in my cover art, merch, or social media?
